Declaration by the Republic of Djibouti:
Commitment description:We, participants at the National Conference on Population and Development, of 21 and 22 October 2019 in Djibouti: 1- Reduce preventable maternal deaths by half through improving universal access to basic social services, by committing to building professional capacity and strengthening the essential package of services and by ensuring that reproductive health services are available to adolescents and young people; 2- Eradicate gender-based violence, including harmful practices, by committing to implementing IEC/CCC strategies, including social standards, and strengthening the protective system to ensure local management, including of the national monitoring and reporting mechanism of international women’s and children’s rights conventions, while encouraging the High Islamic Council to formally declare itself in favour of the accelerated abandonment of FGM; 3- Harness the demographic dividend to ensure fair investment in human capital, by committing to implementing sector-specific women’s and young people’s empowerment policies, and producing and using population data; 4- Defend reproductive rights, including in humanitarian and fragile contexts, by committing to intensifying community development strategies in order to empower and make vulnerable populations more resilient, and by implementing a national emergency response plan; 5- Increase the mobilization of necessary funding to accelerate the achievement of the objectives of the ICPD Programme of Action and consolidate gains, by committing to synergizing sector-specific programmes and their funding, and strengthening results-based programme management by adopting innovative partnership approaches.

Achieve universal access to sexual and reproductive health as a part of universal health coverage (UHC)(3) Zero preventable maternal deaths and maternal morbidities, such as obstetric fistulas, by, inter alia, integrating a comprehensive package of sexual and reproductive health interventions, including access to safe abortion to the full extent of the law, measures for preventing and avoiding unsafe abortions, and for the provision of post-abortion care, into national UHC strategies, policies and programmes, and to protect and ensure all individuals’ right to bodily integrity, autonomy and reproductive rights, and to provide access to essential services in support of these rights.
